Look around as you drive and see how many of the vehicles have out-of-state plates. If it's less than 5%, why bother?

Even if they did, what would you do for enforcement? Apparently, very few of the stolen cars in LA are recovered unless involved in an accident or abandoned, because it's a pain to check licenses. (LAPD is checking a new camera that reads lienses and checks the computer automatically...)

If they can't even track and enforce local vehicles, good luck against outside cars. What would you do? Put customs posts at every incoming road? How many state employees would that take? Or do I just have to download a certificate picture from the internet and print it to hang on my rearview to fake a valid test?

I like Denver's "snitch line" idea. If you see a vehicle with visible exhaust, call the number to report it. The owner then must have it certified within 7 days if it hasn't been in the last 6 months.

You already to your best to keep everyone out of California, that would put the icing on the cake. Over the road drivers hate coming into California because of your fuel prices, the highest in the nation, and will do almost anything to avoid filling up there. It's bad enough that you have to start getting smog checks if and when you move there, if you start grabbing random out of state vehicles and doing smog checks, you've just lost all your tourists. I don't understand you liability insurance question, everyone that drives has, or should have liability insurance. It's illegal to drive without it in all the states, not just California.

you may sell it to a shopper who will pass the identify out of California. countless states don't have smog inspections so it would not be a topic there. attempt itemizing it on eBay.

Well as of September 5th DMV electronically is able to verify your insurance via vin number and if that policy were to cancel then your reg is suspended! So possibly things will lead that way

all vehicles 1976 and up have to be smog inspected coming into our state

Sounds like a good way to reduce commerce for your state. Then you can pay even higher taxes.
