As long as he is registered in the jurisdiction that he practising the ceremony as a marriage commissioner then it is legal

If he/she had a license to marry people it's legal. But you are asking this in a Religion forum. Do you want to know if it's valid before God.

I think if you have been together a while that God will look on you as married. But you may want to be remarried to gets God's blessing on your union and ask Him to be the third party in your marriage, there are many blessings from making God a party in your marriage.
