You might be more specific, ie. which vaccine did you have in mind?
There is a lot of anti-vaccination information out there on the internet, almost all of it false (although some of the purveyors of the false information honestly believe what they say, and have very professional-looking websites). A lot of it is based on anecdotal reports like, "A 6 year old girl got a vaccine and a week later got encephalitis. That PROVES that the vaccine caused it!" Obviously, it could also be a total coincidence, since kids get encephalitis without getting vaccines...
Although there is some risk of side effects anytime you inject something into the body, I've never heard of any real evidence linking a modern vaccine to encephalitis. (I'm not sure it never happened in the 300-year history of vaccines, but the testing required now-a-days is rigorous.)
