It could be a split heat where she comes in for a few days, goes out and comes back in again. That is not to say it couldn't be a more serious problem like pyometra.

No. Twice a year is normal for them to come into heat. Have the vet check her out for infection or false pregnancy. She could have some other health problem going on as well.

No this is not normal. Take her to a vet and have her checked, She might have an infection or she might have a pyometria which is when the uterious fills with puss. It will eventually rupture and kill her if this is what it is.
