you can write a letter to to the chief of police of that agency or
write a letter to the councilperson in your area, or
write a letter to the captain of that particular precinct/area.
the reason in WRITING is better is that it usually will go in the officer's personnel file for future promotional consideration. That is very thoughtful of you to do. It really makes a big difference to that officer.

I would try to get ahold of the chief of poice to tell them that the officer was so helpful. If that doesn't work just go down to the department and see what you gotta do to put in a good work for the officer.

I think in addition to the Chief of Police, you might want to simply call Human Resources within the police department and explain what you would like to do. There should be someone who can direct you to the right avenue.

I would do that. Search the department this officer belongs too. The chief should have an email address and you can go from there.

If you feel strongly about it, write to the agency he works for; sheriff's dept., city police dept., etc. Make sure to put in a short description of the incident and the police report number.

You could inform the Mayor of the town where that officer works.
You could write your local newspaper.
You could write to the Chief of the force to which that officer works.
