slightly, a legal alien, who has not presented his documents could also be an undocumented worker by the pure meaning of the word,
But in general the term is used to make or give people an imprsssion, they have some legal status here. They don't want and don't call them illegal aliens for PR reasons.

Undocumented workers are those who do not have their records documented or recorded (Proved) with their employers. Some may be illegels or not. I've worked cash before( many people moonlit efor cash) and i was undocumented in that respective way. Most people are hired, give a ss number, address, age, phone number ect and if the employer doesn't check them out than they could be considered undocumented as well.
Illegels are those who are not citizens of this country, and do not have legal permission to be here or employed here.

Undocumented workers doesn't mean they are illegals. Their immigration status (Undocumented) may be legal, but they lack the necessary requirements, mostly documents (ie. Social Security, approved job order, etc.), while when we say illegals, from their point of entry, up to the present place they were in, it is totally lacking of all the legal requirements (ie. Visa, ect.). In short, undocumented refers to those persons partially lack of legal requiments, while illegals are not having any domuments at all (Illegal entrants, crossing the border, human smugling, etc.).

Undocumented workers is more PC than illegals. Illegals sound like they are law breakers. I prefer calling them uninvited guest workers since I didn't invited them. But businesses invite them for cheap labor,

almost all people with no documentation are in this country illegally
if they were here legally (born here, here on a visa, here with a legal worker's program, here with a student visa, etc) they will have documentation showing their status (birth certificate, visa, stamped passport, green card, etc)
it is possible that somebody has lost their documentation or never properly received it and so they are temporarily undocumented, even though they are actually legal
in that case, generally, the proper document can be discovered or generated and the person is now documented and legal
in nearly every case, undocumented persons, are illegally in the counrty

People tend to use language to soften things up. They believe by changing words around it will make things seem less harsh, more accepting. The fact is is that undocumented workers are illegals. But undocumented sounds better to the ear.
The C.I.A doesn't kill people they "neutralize" them.
Toilet paper isn't toilet paper it's "bathroom tissue".
Soldiers don't suffer from shell shock anymore they suffer from "post traumatic stress disorder".
Handicapped people aren't handicapped their "physically challenged"
Deaf people aren't deaf their "hearing impaired".
Menu's aren't menu's their "eating solutions"
Manhole covers aren't manhole covers their "people hole covers".
This is the crazy crap you hear on Late Night with David Letterman, oops I meant David Letterperson.
