Stalin would come second. His "purges" killed tens of millions.

Hitler is a separate case, but he was responsible for the deaths of at least 11 million Jews and millions of Poles and other ethnic groups.

Toss up between Stalin and/or Mao. Hitler mostly killed other nations people. Stalin sent about 20 million of his own to the gulags and firing squads. Mao? Who knows. But it's in the tens of millions.

Hands down Mao Ze Dong. It is impossible to even document to this day, how many people he killed by his insane leadership. This is in part because the leadership of China is still ruled under the same cruel ideology as it has been since Mao took over in the 50's. He was a monster, and even allowed hundreds of thousands to be killed in floods by releasing dams in certain parts of the country.
