Its imposed during emergencies...during the transit strike in December...after 9/11.

Currently there are no restrictions in place.

that came from the nyc transit strike that happened a while back, since the trains were out for 1 week. So, no, that was only a protocol to lessen traffic.

Why, did you have a problem?? I don't see how the authorities could force you to travel with anyone else. That would seem like a violation of your civil rights.

i think it was lifted ,i havn't herd of anymore. that band was a couple of months ago. i think when the u n had some big meetings.
