Sounds like a possible allergic reaction. As to what I don't know, but maybe try switching to another food. Sometimes dogs can develop an allergy to their food even though they've been eating it fine for a while. Also, if you've started giving them new kinds of treats, maybe stop giving them that specific treat and don't give them any table food.
Also might want to try some baths. Sometimes a nice bath will help ease the itch, and will allow you to see if there is any kind of bug or parasite somewhere on them or some type of bite.
Another possibility is to give them some benadryl (please make sure the dosage is right especially since you have small dogs). It'll help in that if it's an allergy, the anithistamines stop the irritation, and will also make your dogs really sleepy so they'll kinda forget about all the itching since they'll probably be off in doggy dreamland.
Another idea and the best idea is to take them to the vet. He/She will be able to help you the best and to give you the best advice. Have the same problems with our 4 dogs sometimes and we usually just give them some benadryl, a bath, change the kind food for a little bit, and limit all other foods. If that doesn't work for us after a few days, we take them to the vet.

They may have flees and/or ticks and need flee and tick collars ro medicine of some sort. They also may have a skin condition due to allergies, such as mange. My dog has had that before and he itched all over and then he started to lose his hair where it itched. No matter what it is you should probably take your dogs to the vet and have them treated.

Food could be the problem. DO NOT FEED YOUR DOGS KIBBLES AND BITS! EVER! thats what we fed our dog and suddenly she got hot spots everywhere and couldnt stop biting and licking them. we took her to the vet who told us that feeding her kibbles and bits would be like us eating twinkies all day. ITS HARMFUL TO DOGS!
if its not the food, dry skin is just a problem that a lot of dogs have. go to a pet store (or even a grocery store) and buy moisturizing dog shampoo. this helped my dog a great deal.
if the dogs develop red patches on their skin that they chew on, theyre called HOT SPOTS. if this is what ur dogs have apply CORTIZONE daily to the area and keep it covered with an ace bandage or handkercheif. hot spots are itchy and painful, and cause dogs to be moody and try to bite u. so dont get angry at the dog if it tries to bite while applying cortizone, just hold him still and let him go, praise him, pet him.

I suggest they see your vet. The first thing that comes to my mind is fleas, mites or parasites. However, a skin allergy may be possible. In any case, medication can be obtained from your vet.

They could have Poison Ivy. Sounds like they got into something nasty. Get this checked by a vet before it becomes a serious problem.

two possibilities. 1)fleas - did you remember to give them their meds for fleas?
2) allergies - OTC allergy meds ie Benadryl or the store brand can be effective

If they are that misreable take them to the vet!!!! You shouldnt try and guess what it is if you are not sure, you might treat the wrong thing or treat something that is not there!!!!!
