Since radiators are made for heat, I would suggest using a heat gun to soften the paint and make it easier to remove. This would soften the paint and make it easier to remove yet not damage the radiator itself.

There are some very good, non-toxic paint strippers out there. There are even those that are environmentally friendly. I'd surround the radiator with plastic drop cloths and lots of newspaper and coat it with stripper and let it work according to mfg. directions. Do it as many times as you have to and finish with a soft wire(brass) brush if necessary. It won't take as long as it will waiting to get a solution here!

Most places that work on radiator use a sand blaster, they disassemble the radiator, I'm assuming its a home hot water radiator, then paint it. For in the house and not to remove it... man, you're asking for a lot of sanding...you'll have big forearms when you're done though :-D

Try using a sturdy wire brush. ( Different sizes) unless you want to take it to a place where they sand blast. (car body shop) They will probably even spray paint it.

You might try one of those little mouse sanders. I use mine for everything.
