I think it depends on the context , if it is said as a sigh of exasperation, as many of us do - or a direct meanginful threat. Social services would probably want to check, the circumstances at home, psychological condition of the mother/father.
I doubt there would be an arrest - unless there was strong evidence to suggest that this was a very real and present intention.
But the parents may face losing child, pending out come of whatever is looked into.
Whats more important than the parents worry of trouble though - is how the child is feeling.
The focus that the person who they rely on for everything- has just told them they want them to die.
Personally, id be 100 times more worried about the waves of rejection id just assulted on my child , and want to seek help to ensure it didnt happen again, and both parents and children felt more secure.

That is wrong to say that even if it was said in anger. Don't ever say that you want to kill someone or that you hate them. If someone heard you say something about killing someone and that person came up missing, they are going to start looking at you first!! As far as saying that to a child, well I hope that one day it is said in front of the authorities and then you won't have to worry about it any more cause the kids will then be put with another family that will love them and treat them right. No child needs to grown up in a bad environment. I can't imagine a parent even thinking of saying something like that to a child.

Yes, especially if you live in California. In our day and age, the social stigma has raised to nigh-retarded levels. The modern theories relating to child rearing and development have mad it almost treasonous to threaten a child, even jokingly. And the people of this day and age also take everything so seriously. Misspoken words hind at Orwellian Thought-Crime on a frighteningly real level.
So just tell you kids you'll beat the crap out of them, or just refuse to pay for their college.

These days parents can't discipline there kids without worrying about someone stepping in and butting there nose in it. If your kid gets mad and decides to tell someone that you said that (they don't understand consequences) and the person they tell takes it seriously Child protective services could be knocking at your door.

now a days, if the kid felt a threat by it and told a school counselor or teacher or something around those lines, you will have DCF (department of children and families) going to your house and having a long talk with you and possibly getting your child taken away, or you arrested or both, even if you really didnt mean it.

Yes it is called uttering death threats and if it's illegal to do this to another person it is even more wrong to do so to your own child! Maybe some more IQ points should be purchased.
