Oral contact is sex because it is actual contact with the genitalia and itself can lead to climax. So it isn't just foreplay or petting.

I consider it a much more intimate form of sex than plain ol' intercourse. You're actually putting someone's junk in your mouth for God's sake. It's just as "serious" as typical sex.
