That depends on the literature you're reading.
A: It could mean he is bi-sexual
B: It could mean he likes to be both submissive or dominant in a sexual way, depending on the act. Usually relative to the BDSM lifestyle. (Bondage, discipline, Sado-Masochism)
TRUST ME, I know... (Well, am not bi-sexual myself, but I have friends who meet both criterias) This is the correct answer.

maybe someone who switched to become male?
or a man who likes spanked? (with a switch)
or a bisexual male? he switches back and forth?
Dunno, but I hope someone who knows answers this, cuz now I want to know too! I've never heard the term before.
