When most say that God talks to them they are not refering to an actual voice... it is thrugh what we often call the conscience. or other emmotional stimulation... through study of His Word or through prayer. which gives us "insight" that we normaly would not haveon our own... there are a lot of ways God can communicate... we just have to be open to seeing and hearing and feeling...
As for spoken communicationfrom God... that is rare, but it dose happen... it is most often very personal and not often publicaly spoken about...
God has spoken to me on two occasions. 7 words the first time, And I was not of The Faith at the time and very negative to all the God stuff... then, 29 years later. on the day of my Salvation, He spoke 3 words to me... it was very clearly God Both times. If it is God speaking there is not mistaking...
Why did he speak to me and why did I not accept when it happened the first time... Well it did scare the hell out of me for sure.. so much that I did the mortal rationalizing and blocked it out. I cant explain it any better... But on the day of my Salvation I knew for sure and it was an awsome feeling...
If God ever talks to you, you will know it is God... God will never tell you to do somehing that is contrary to His preserved Word. If you are told to do something that contradicts The Bible then you are not hearing from God.
He can speak so that only you can hear. In my case it was clearly like hearing a voice... but the ones with me. on both occasions did not hear... and I never told... untill after my Salvation...

God's voice takes many forms. It can be a voice you hear, or a feeling, or a thought, or a series of circumstances.
As for whether what a person is perceiving is actually the voice of God, that's sometimes difficult to tell. One rule to live by is to always check what one has perceived against the Bible, for the Bible speaks with God's voice, and therefore what an individual perceives God to be saying should not conflict with what God says to us in the Bible.

I think God speaks to us primarily through His word and through external confirmations. If you are born again the Spirit of God will urge you with an unction within your spirit that looks more like an intuition than an actual thought. God will speak with you about this if you speak to Him...it's called prayer. I like the biblical description of "a still small voice"

Literally saying God talks to us means, we get a sense of a big spiritual feeling ,or thought or dream that is very vivid ,and sometimes a letter ,a person ,comes to our area of needing help of some sort and things really get sorted out. so in that sense God speaks to us, we are left signs, messages, dreams , spiritual feelings, unexpected visits etc, etc, I personally have had positive answers tru dreams and signs.

When someone tells you God talks to them, it is time to leave! The way God talks to people today is through His revelation of himself in the Bible. Be extremely suspicious of anyone telling you otherwise.
