Most cat species spend the majority of their days sleeping and when they are awake they are not very active except when hunting.
Hunting takes a lot of energy so when you are not doing it you should save your energy. Hunting is also dangerous so you should avoid having to do it more often than is necessary.
So the cat's have evolved a lifestyle of lying around saving their energy when they are not hunting.
So if you don't like cats just think of them as lazy. If you like them think of them as extremely efficient.

It's a combination of two things - like everyone else has said here - they are conserving energy, but don't forget that cats are actually nocturnal animals, meaning they sleep during the day and are awake at night. So much of when you see them when YOU are awake is their bedtime. This is actually a large part of the reason they seem to loll around during the day, but cats do change their habits for us somewhat. They often get up and are more active at night, however. This is likely why cats may seem lazier than they actually are.

Because they are smarter than humans: Humans get up and go to work all day, and shop and buy food and bring it home and give it to the cat.
Cats, on the other hand, get up when they feel like it, eat food they didn't work for and sleep when and where they like. They get petted until they're tired of it. They play when they want to, for as long as they like.
See what I mean?
But why do you ask? What would you have them be doing?
P.S. And I totally agree with Jill, down a few answers!!!

They sleep alot and are active during short periods of the day. Sometimes they are laying around waiting for something exiting to happen.

Conserving energy, so that they do not have to eat that much.
In the wild, catching food is hard, so predators tend to sleep or lay around when they are not hungry, so as to save their energy for when they need it to chase their prey.
Besides, if you are a cat, what else do you have to do?

Cats conserve their energy for when they need it. I have seen my cat apparently sound asleep on second, and leaping into the air to attempt to capture a bird the next.

Because they're better than normal people. I wish I were a cat, sometimes. And then I remember how much I love my thumbs and soul.
