My suggestion... contact the nearest Army Installation and ask them if you can get a copy of the recipie cards. Don't know who would want to eat food made from them, unless you intend to improve the old chow (not sure I am reading your intentions correctly or not), but I don't see why the army would NOT want you to have them. Or, contact Ft Lee, VA, since that is the training post for cooks. They might even send you some of the training materials since you are a vet, so you can see how they are trained now.

Try notfittoeat.com. Just kidding the majority of Military food I had was pretty good. Sad thing is I also enjoyed most of the MRE's so maybe I'm not the right answer. I unfortunately do not know a site to find those, good luck in your mission.

You would be shocked to see the training the cooks get now days!! Their final test, they have to set up a "Dining in" its a good experience. Ive been there and loved the food, except you know in reality is not like that. They have a lot of issues with MKT not being fixed etc. One thing good is that they have done away with KP, they hire civilians to do it.
I also been to DEFAC of the year in Ft Sill, OK and on fridays they had either Steak or Lobster, I would have never known. I thought you may like to know that, since it is your field...
