Oh my God! Not soon enough, I can tell you that! I had my share of bad perms and mullets. I think I finally got a say when I was 10. I went with stick straight, one length, and the everlasting ponytail. I wasn't f-in around.

I was born in 1953, so times were different back then. Throughout my childhood, it was a crew cut, and nothing but that. When I was 13 (1966), I started to let my hair grow longer. Then it was "fashionable" to have bangs (like the Beatles) and curve them and use lots of hair grease so they wouldn't move. However, my parents did not approve. When I was 17, I wanted to become a hippie and started to let my hair grow over my ears. This was not permitted in my school. We had a strict dress code (girls COULD NOT wear pants or shorts and boys COULD NOT wear blue jeans or bell bottoms...you would get sent home). So, when I started college and was 18, I could let my hair grow to my shoulders and grow a beard without any parental control. However, disco started in the 1970s and I got a several body perms and my hair turned orange and fell out. After that, I kept it short and neat, to my benefit. Now, at age 53, I am glad that I still have my hair and teeth.
So, to answer your question, 18 years old and on my own. If a young adult wants to look freaky and do weird things to their hair, I guess if they are on their own, not living with their parents, and working and supporting themselves, they can do what they want to with their hair. BUT they should be prepared that they will get judged by others and society by what they look like, especially when it comes down to being in the workplace. AND hopefully all the dyes and weird solutions that get put in their hair won't make it fall out!!

I suggest parents let their kids do what they want. I was getting perms when I was in 3rd grade. As a cosmetologist, I find that parents make this too big of a battle. Your child isn't asking if they can do drugs or smoke or drink.. its hair, and usually the crazy stuff is just a phase they are going thru. Why fight them on something this stupid. It can always be cut, colored, or grown out when your child realizes how stupid they look.
Of course, this is within reason.. I did know a family that allowed their child to wear 10 inch spikes to church.. all children should be taught to respect boundries.. like, wear the hair down or in a low ponytail for church.. not in spikes that are colored with blue and purple gel.

All my life my mother gave me this 1920's Millie style cut, which made me look like a boy. By the time i was 10 my hair was so thick from cutting it so often that it became to poofy to wear short, so now i have long thick layered locks, with red highlights.

I think I was 13 or 14. My Mom said that I could do whatever I wanted with my hair as long as I could style it myself.

my parents always gave me complete control over my "style" as long as i didn't leave the house baring too much skin. my hair has been many different colors and styles, i even went through what people call a "goth" period. my mom bought me all black clothes and outrageous make up. when my son decides he wants a spiked black mohawk i'll take him to get one. same with tatoos. when he turns eighteen, i'll drive him there and buy his first. self expression is a good thing.

13....I had parents that were pretty strict, but all I ever did was keep it long and highlighted. My boys are 11 & 13, and they have been allowed to pick a resonable style for themselves for about 3-4 yrs, and now they keep it tipped blonde.

i was 7 and i did not want it cut my parents never cut my hair and it has never been cut or dyed it is way to long to get it cut

since i was about 10 i could choose how to cut it then at about 12 or 13 i got to highlight it .at ten most kids are preety aware of how they look in general

i was 11 when i could decide how i wanted to cut my hair and like 12 or 13 when i dyed it... i dyed it auburn and cut it in layers and i gotta perm which only lasts for a few days i dunno what its called but it looked really nice even my mom liked it and she was a lil iffy bout me deciding on my hair...
