Cats don't pant because they are thirsty, they pant like a dog as a way to get rid of excess heat when they are hot. Cats and dogs don't sweat like we do, so when they are too hot they pant. Move your cat to a cooler area if you can and you will see that after awhile they will probably stop panting.

He definitly needs to go to the vet if he won't drink water. If he seems afraid of the water, he might have rabies, especially if he's always thirsty. Nothing can live without water. Try giving him milk for a while. If he still isn't drinking anything, it could be a serious problem. If your mom won't take him to the vet, ask anyone else. Maybe your grandparents, cousins, aunts, uncles, etc... Maybe even a neighbor can help. Just explain the situation to them, and tell them you're really worried. Good luck!

Cats don't pant because he's hot or thirsty. You have to give us more info. Like age and is he an indoor or an outdoor cat. If he's an older cat he can have an upper respiratory infection, allergies, or any number of things. If he's been doing this a lot I would definitely bring him to the vet so your vet can do x-rays on his chest, take some blood work (like a Superchem, CBC and FIV/Leuk test). He might have something that medication can take care of. I would ask your mom if you were really sick would she not take you to the doctor. Your cat is a family member not just a pet.

Cats know if they're thirsty or not, and if he needed to drink, he would. Cats and dogs don't sweat like humans do; panting is the feline equivalent to sweating. He's just cooling off; he's probably fine. Just make sure he has the water available if he wants it.

Lift your cat up to a sink and turn the water on. Some cats prefer the colder water from a tap. If that doesn't work, get the cat to a vet.

Cats pant to cool off or to catch their breath. If it is warm, this is the likely cause. If this is something that goes on all the time, then a vet visit might be a good idea.

Cats pant because of stress or illness. Try to convince your mom that the cat is most likely ill. Mouth breathing, and not drinking is going to lead to dehydration as well.

If your cat is panting more than likely he/she is just hot. This is just one method that an animal uses to cool down. It doesn't always mean they are thirsty. They also will pant if they have a bad taste in their mouth

It may not mean he is thirsty, but he is more than likely a bit hot. You can try to fan him and keep water near him.
If it has been going on for a while (more than a day), get him to the vet.
