Don't go over the top with all the emotional stuff,it tends to freak blokes out,maybe next time you see him you can tell him how much you enjoyed your last date and that you look forward to getting to know him better.

Get into a conversation and casually bring it up. Just remeber ther is no wrong time. Tell him when you're ready. People like being told they are liked so its doesn't matter what time u tell him.
