I have no idea what you are driving at. Please reword and add some clarifying information.
Going and reviewing your previous questions it appears that you are referencing “chiefs of police.”
Assuming this is a true interpretation of your question, exactly what you are referring to about the "chiefs" is difficult to fathom. It could be that you are expressing concern about chiefs of police being unduly influenced by individuals who exhibit racism.
Or,
It could be that you are concerned about chiefs of police working from a racially prejudice mind set and thereby not applying the law equably.
When you can clarify the question I’ll be only too happy to address it.
