Because they legally have to. They also probably one want to make one model and having a drive through model and a walk up model be different could be expensive.
I personally like the headphone jacks that they have on the new ones, so a blind person could just plug in the headphones and hear what it says.

because bank-machines are custom-made, they are always with Braille. Producing different ones for the drive-thru wohld be too expensive.

Because the blind (and the legally blind) can walk up to the drive thru and use the machine.

The only reason I can think of is they do it so they can say their business is equally accessaible to the handicapped. I thinks a way to avoid any legal liability.
