An over-absorption of water into the skin

Even though you can't see it, your skin is covered with an oil called sebum. This acts as a lubricant and moistens and protects the skin. It also makes the skin waterproof. When you are in the water for an extended time, the sebum washes away. That lets our skin absorb water. It is such a small amount that we can't really see it. But, it causes the skin to expand. Where the skin is attached to the next layer, it doesn't expand...hence the wrinkled look.

I believe that your skin gets wrinkly because the water washes away the oils in your skin, which gets your skin exposed to the water. Now comes the process of osmosis. Osmosis causes the water in your hands, the lower concentration of water, to be diffused into the higher concentration of water, the water you're swimming in.
