Both Nazi Germany and Imperial Japan were dangerous, if you consider the threat to mainland United States you'd have to say Japan. They actually attacked the U.S. at Pearl Harbor. Germany had the potential to run amok, and did in Europe, but spread themselves too thin. In the end the United States and Allies and the concepts of relative Freedom and democracy proved to be more formidable.

The more dangerous one was Japan because they had long range Aircraft Carriers and demonstrated they knew how to use them. The Country was terrified that Japan would invade the United States West Coast mainland, and until the American Carriers got into the battle at Midway and destroyed a fleet of Japanese Carriers, it could have happened.
So, the Government decided it had to stop Japan before it could take on Germany in Europe.

Germany was more dangerous than Japan because they were closer to developing nuclear weapons. It's easily arguable that had Germany defeated the Allies, they would have nuked the Japanese, and all other resistance, for total world domination.

If you're looking for an answer based on which country killed the most people, then the Soviet Union was worse than Germany and Japan. Stalin killed 20,000,000 of his own people and the Stalinist regime is estimated to have killed up to 60,000,000.

Don't forget Italy or the vichy french. They, Germany and Japan were labeled as the Axis countries. Germany committed many atrocities against their neighbors, the Russians and the Jews. Japan committed atrocities against The people of China and other Asian countries. Which was worse--it's hard to say, but the Germans are responsible for the deaths of over 6 million Jews, for no reason other than hatred.

It is estimated that WW2 caused the deaths of over 100 million people. It boggles the mind.

In what respect? Both, if unchecked would have continued to spread into other countries. Both were in a position to strangle trade amongst Allied nations with their control of the shipping lanes. While Germany was developing rockets and experimenting with heavy water, Japan was developing and employing biological and chemical weapons. The Germans commited acts of vial natures with the Holacaust, the Japanese had the Rape of Nanking. One would be hard presses to lean one way or the other on this question.
