You probably shouldn't ask a question like this in a forum of artists unless you qualify the question in some way.
Most serious artists think they are the best.
As to who is or was the best painter in America there are simply too many painting in too many styles for me to answer this right.
But I would put Edward Hopper, Georgia O'Keeffe, Man Ray, Thomas Hart Benton, Roy Lichtenstein, Maxwell Parrish, Jackson Pollack and Stuart Davis in a small group of the best of their kind. I'm sure I left some off this list.
And, no, Rockwell doesn't belong among the best. He worked in one style and one style only for all of his creative live and never ventured into truly inspired, innovative creativity. Being popular does not make an artist great. It only makes them popular.

Although he was an illustrator rather than an artist, I think Norman Rockwell is the best American painter.
- His technique and use of the visual elements is flawless.
- He managed to capture great emotion off his models and project it in his work.
- He was able to express very accurately the spirit of America.

N.C. Wyeth - was accomplished in commercial as well as fine art 42 years 6000+- pieces (142 a year roughly)...he couldn't help but get good :)
