It depends what type of speed you are looking for, and over what distance. Do you want to run 40 yards, 800 yards or 26 miles. Fundamentally there are two types of muscle, they are known as fast twitch and slow twitch, and they are formed and used differently. You need to develop a regimen that will create the correct balance for the distance you would like to be fast at. Carl Lewis may be fast for 100 meters, but over a longer distance any amature marathoner will beat him because he does not have the correct muscle structure to maintain his pace for very long.
Concentrate on training runs that are approxamately the distance you would like to be faster at. If you want to be fast at the 40, run a lot of 40's If you want to run 10k's run longer distances. Use a stopwatch to track your progress, and help you work on pacing. Then just do A LOT of running. There is no easy way out.
It is also important with any type of running is working on proper technique. NOt only will that increase your speed, but it will minimize the stresses on knees and ankles. Definately avoid using akle weights, excessive up and down hill running, and get a good pair of shoes, and replace them AT LEAST every 3-6 months. It may not hurt to find an experienced running coach to help it may cost you a few bucks, but it will be worth it. The last thing you want to do is cause irreparable damage to your knees, trust me on that one.

Of course, you need to know what you are training for:

Try to do some sprints. Remember also to practice everyday and try to go faster and faster each time. Practice, practice, and practice. And yeah, remember to do some light stretches before you go running. Loose up you hamstrings or something. Start out slowly first and going up after at least five minutes in the running.

go with Nicky D's advice, also do this at random intervals, this is called fartlek.....Scandinavian for fun apparently!!!!, if running outside then pick lamp post distances to do speed work, if on a treadmill then select an interval course..

you can get a parachute to create drag or you can use a weight vest. both of these things are supposed to help you run faster.
