Are you using Pectin? Really good thickner. I would go online to a 'good' canning site (try Martha Stewart.com to start) -- there should be lots of specific directions.
Try using less water and cook it down a little more.
Also, is it humid where you are? Humidity can really mess up a recipe - wait till the weather dries out and try again.

If you're making homemade jelly, you need to add pectin, available in grocery stores under the name Sure-jell. If you've already made the jelly, just add the pectin and bring it to a boil for a minute and it'll set when it cools. You can kind of estimate how much pectin to add by looking at the recipe on the box, but the amount doesn't have to be exact to give you thicker jelly.

You need a pkg of pectin. $1.99 at the store, it is what makes jelly thicken up, there are usually coupons inside each box too.
