No, it's fine to look. You might consider leaving her a brief note in her mailbox saying "Hi, I just wanted to let you know that the inside of your house is visible from the street in the evening. If you don't want people looking in, you might want to consider changing your interior design. p.s. you look great." or something to that effect. Maybe your neighbor doesn't care if people see her naked, in which case this will make her happy. If she does care she can rush out to buy opaque curatins, and you'll be doing her a fovor either way.

Do the words "peeping Tom" mean anything to you? It is a crime, and you could get labeled with "sex criminal" if she reports you or someone else sees you.
If you were my son, my advice would be to shut your curtains, and stay busy on the other side of the house. She is doing it on purpose and will scream "bloody-murder" if she can catch you looking.
If you are feeling particularly brave, you might write her an anonymous letter, telling her that she is making a spectacle of herself and if she doesn't shut her curtains or put some clothes on, you are going to have her arrested for being indecent. If she is doing it on purpose, she will not stop. If she is clueless, she might appreciate your sweet, caring attitude.
How could that make you anything but a good, caring person, and someone who doesn't want to ruin his life for a cheap thrill?

she wants you to look, but be discrete. Don't get caught using binoculars and do not stand on a bucket while looking thru her window. Leaning on her window sill may not be polite either, but then again, you never know.

nope she obviously wants you to. even if she denies it, no one is that ignorant to walk around naked with the window open and pretend to think that no one is going to look.
