No one is really "allowed" to masturbate. No religion ever says "Yes guys, go home and masturbate". It's a sin to them and it's wrong.

If a moslem is allowed to have wives up to four, why bother masturbating ? you don't like the idea ? then hear this fact : women is greater in number than men. if you follow 1-1 rule, there must be women left ... that's just unfair, don't you think ?
~a man is not a man if they don't even dream about having a harem :D

Yes. There is no rule indicate that you aren't allow to masturbate in muslim world. It is their belief, not rule.
