Metal can be many different materials. Including iron, steel, copper, silver, gold, titanium, aluminum and many more.

Iron is a natural element which exist as iron ore (iron oxide) in some mountains.
To get out the metal iron from the iron ore, they mix the ore with coal and burn away the oxygen atoms. Now you have cast iron, which is iron with about 4% coal in it and can be used to cast something like an engine block. Cast iron is brittle and not very strong.
To make it strong they bubble oxygen gas through the hot melted iron. The oxogen gas takes away some of the coal and you will get steel which is much stronger. (Steel is iron with less then 2% coal.) They also mix other elements in to the steel to make it stronger or to make it rust proof.
When they learned how to make steel, they probably didn't want to call it iron anymore, so they called it steel to let people know that it was a new better material.

Iron is a particular metal, the element Fe.

Steel is iron to which carbon has been added, forming an Iron/Iron carbide alloy.

Stainless steel is steel to which other metals have been alloyed: chromium, vanadium, and others.
