use grannick's bitter apple on the paws to make the dog stop. it's natural, but the dogs hate the taste.
then look into switching diets. most itchy paws are a result of a poor diet, including wheat, corn, and/or soy. try www.naturesvariety.com for a better quality food.
your vet will recommend science diet. it's overpriced crap. nutro has soy. try nature's variety, it's the best food i've ever fed my dogs, and i can't say enough good about them!

The paw licking could be caused allergies to food, grass, pollen carpet or a combination of any or all.
A vet can give your dog an injection of steroids to stop the itch and sometimes prescribes Benedryl elixer orally and in the proper dosage according to your dogs weight.
You may want to try to wash your dogs feet with baby shampoo when he comes in from outdoors and put socks on his feet because licking gets to be habit forming like nail biting.

She probably has either an allergy to the carpets or cleaning products in your house or, much more likely, she has a food allergy or atopic dermatitis (allergy to house dust mites or pollen, etc.). There are treatments you can get from a vet to help with the problem once they've figured out what she's allergic to. It can be a breed-related condition, West Highland White Terriers are particularly prone to it.

The cause can be anything from an allergic reaction to boredom. I would make an appointment with the vet for an exam to rule out allergies, fungal infections, a cut/sore that you can't notice or other medical cause.

It may NOT just be behavioral. Go to the vet. My mixed pit bull had the same issue and it turned out to be allergies, as stated by others above.

that is neurotic dog behavior. the dog needs behavior modification. put sox on the dog or some hot pepper on the paws. that should do the trick.
