Belgium is first, followed closely by Belgium with Belgium coming in third. Actually, the best chocolate in the world is made in Belgium. They make dark chocolate (which is even good for you as it is an anti-oxidant) not the more common North American produced milk chocolate. But you can find it at specialty chocolate shops.
