Copper sulfate is non-toxic to all animals and horticultural oil is non-toxic to most insects but kills most of the soft bodied ones through suffocation. You can also find it listed as an ingredient in most dry dog foods.

When you purchase it from the farm supply store, ask them they best way to apply it.
