Ok, first of all asking 'should I start off small my first time' seems to imply that you don't have a man lined up to lose your virginity too - you should wait until you have someone you are in a secure and loving relationship with, not just go for someone based on the size of his penis!!

The other concern about your question is that you say you are only sexteen. I'm in the UK, and over here the legal age to have sex is sixteen, but I know that in America it is older. So definately wait until you are legally old enough to havse sex too, otherwise you are breaking the law, and whoever you have sex with, regardless of their age, could get prosecuted.

Those things said, yes having sex for the first time does hurt. I think it hurts for every girl, regardless of the size of their partner's penis. The key is to wait until you are ready and have talked about it and prepared for it with your partner. By talking about it you will be mroe relaxed, and if you're not you'll be mroe tense and this could increase pain. When I say prepare for it I mean properly arrange contraception, e.g. the pill AND condoms. The key with making it hurt less is to go slowly, be able to communicate with your partner if it is hurting you, get him to stop or slow down or whatever. Also using lubricant should help with friction making it hurt less. Another tip is to be prepared should you bleed - put an old towel down underneath, and talk to your partner about this, because it may well happen - if you're prepared, you shouldn't get freaked out and can carry on taking it in your stride.

Good luck!
