I have used Marshall Photo Oils for years. They are specifically designed to add spot color to B&W photos. There is a bit of a learning curve. You don't want to print on glossy paper. The paper need to have a "tooth" to it to allow easier application. There are pretty good instructions that come with the set. And remember....... the less you put on the print the less you have to rub off.

I restored a 6 foot by 18 foot photographic depiction of Atlanta's Cyclorama using acrylic and no water. The problem with watercolor is that on photographic paper, it's going to speed deterioration and discolor the photo paper. Acrylic, because it's essentially plastic, won't have that effect. Worked great.

the first link below is to a set of oil paints designed specifically for painting onto photo paper. i have had great success using ordinary water colors. you can buy a nice set for less than $10 at any art store.
the second link is to a set of handcoloring pens. they are like felt tip markers and are also designed specifically for photo handcoloring. you can use color pencils as well but i have had limited success with that. it depends on the paper type whether or not it will be succesful. that same website sells 'conte' brand pencils for handcoloring. they're not cheap though. hope this helps and good luck!

Many people talked about water colors and oils, and they are good, for me I have always liked the pens more control but sometimes less blending. But the truth is that in the end you are going to have to try them all or try some till you find something that works for you and what you want. The best place to shop for these items is B&H photos in NY. Don't worry if you are not in NY they deliver anywhere. Also you will find that weather in person or on the phone the people there are great and know a lot.

an acid free one if you want it to last. I don't know of any paint but there are various pens for use on photos used in scrapbooking/memory albums.Try a stationer selling papercrafts or a craft shop.

acrylics diluted in water work- but you know they actually make certain pigments based for photo paper these days- also as someone previously said, light tipped markers are available.
