Try making contact with the Salvation Army. Although I have no experience of using their family contact service, I know a couple of people who do and they were very happy with the outcome.

try logging into Genes Reunited.
If you know the county/shire or the city then try the voters register.
Children born will be registered at births&marriages etc for the county they were born.
