If you are talking about the sleep button's delay interval, I can tell you a reason I read some time ago. The sleep button is that button you press to get a small amount of extra time to sleep before the alarm rings again. I read that it is 9 minutes because only the last digit is stored in memory. When the minute digit on the clock is one less than the stored digit, 9 minutes have passed and the clock rings again. It cannot be ten minutes, or the clock would have to store more information to prevent the alarm from ringing immediately after you press the button. Neat, huh? It's supposed to be done this way because the circuit is simpler than it would be for a 10 minute sleep interval, which makes it cheaper to manufacture. I never checked to make sure that the interval is really 9 minutes, but I believe it is. I hope this is the answer you're looking for!

I don't know but my alarm clock is set at eleven minute snooze.
