Well here's what to do for starters:
Don't do what she did!
She seems to have some rather grown-up issues to deal with (such as raising two kids) and I'm sure that this has put quite a strain on your family. If you are asking about what you should do with how this is impacting your life, my advice is to sit down with your parents and discuss the issues. If you put your feelings out there for them to understand, and do so in a clear, rational way, then the odds are that some - if not all - of your concerns can be addressed and taken care of.
As for your sister, it seems as if she's got bigger problems to deal with - ones that'll take 10 or 20 years to resolve - than you do at the moment.

What exactly is the question? Your sister is at your house, she has 2 kids and is 15? So what, sounds like your sister needs her knees sewn together.

Keep going back to school to improve your grammar and English. So, she's 15 with two kids, what's done is done. Treat her as you would like to be treated.

You should stop trying to get attention at the expense of your sister.
