You would be required to pass a test on:
- Health care/feeding
- Training techniques
- When to visit the vet

If you didn't pass the first time, a short course of some kind (maybe distance ed to make it available for all) would be required.

And maybe be required to foster a dog for 1 month minimum to show you are capable of caring for it.

It would eliminate all the people who get dogs just for some spontaneous thing to do, but aren't really committed. It would better prepare people. And the proceeds from paying for the license could be given to the humane societies.

I like the idea!!

YES YES YES. I think a background test would be good too. I'm not saying you need to be a saint to own a dog, but training would be good.

General education is an excellent idea.

But on a different side...how many humans have babies without any training at all. We can birth children without training, but we need to have specialized training to own a dog.

I like your idea. I agree with your idea.

This is a very good idea, that needs to be further thought out and planned.. If you're serious, I would like to help you form a plan.

As much as I would like to agree and say yes this would work, I have to step back and look at all the other licensing exams that people take. A prime example is having to get your driver's license. You take a course, pass a test, and get your license. Unfortunately this doesn't prevent bad drivers.

I think the same could be said of a course for pet owners. You can tell people all sorts of information, but if they don't care and aren't willing to learn it will just go in one ear and out the other.

Furthermore, fostering one dog may or may not prepare you for having to care for a completely different dog. As with people, dog's have unique personalities. Where would these "foster dogs" come from? I would hate to think they get passed from home to home, that is no way for any animal to live.

As much as I want to like the idea, I just can't see it working at all.

that are what contracts are for. when the responsibility starts with the breeder then it should be passed on. I believe the humane society does something to this effect, in a way. I think taking a test is a little extreme, but definetly before the animal is to go to a new home then there should be a cotract signed. going anywhere from vet care to what happens to the dog if you were to want to get rid of it for some reason.

Just what we need, more laws makling it harder to have pets.

And just who would give such a test??? I know EXACTLY who would get that contract from our government. When the AR groups want to END all pet ownership, how much longer would any of us be allowed to have dogs? I can just see the questions already!

Do you see where this is going??? THIS is where your well intentioned idea would lead. Are you aware of the constant onslaught of anti-dog laws? This would be a GREAT tool for the AR groups to use inn their war against pet ownership.

I agree, the lack of basic dog knowledge is appalling. What can you do? EDUCATE them. That is what I try to do, I can certainly think of better things to do that hang out here trying to educate people. If you love dogs, as I do also, you DO NOT want the ARs to have something like this to use to take them away from us.



How 'nice' to see so many people willing to help remove animals from our lives. Save my dogs from the gullible do-gooders! WAKE UP, PEOPLE!!!

Sounds pretty stupid to me. Before we are required to have dog licenses, we should require people to get a child license.

They should be tested to see if they have the cognitive ability to understand what the responsibility of parenthood is as well as the realization that they will have to be commited to fulfilling that responsibility for the next 18 or so years.

We do more like that, then we can talk pet licenses.

I have been waiting so long for that kind of license... I hope it happens one day...people need to be held accountable for thier pets and should have to learn about thier care before getting them... I also think people should be banned from ever owning pets if they are caught abusing or mass producing them etc.

PS my idea is a joint child/companion animal protection and accountability act

Seems a little extreme..yeah I agree that there are a lot of horrible dog owners out there but I don't think people should have to go through all that.

I agree, but maybe we should require parents to do the same thing before they have children so we wouldn't have so many irresponsible parents!
