By the time they are walking you should be showing them how to place toys and other items back in specific locations. By age 2 they are relatively capable of doing it themselves and by age 3 a gentle reminder works fine.
If they are older than 3 and sloppy then you need to define rules for them and take away privledges if they do not cooperate.
If Bobby doesn't put his trucks away, make sure he isn't allowed to use them for a week. Its simple.

My Mother told me anything I didn't put away she would donate to a child that would really appreciate it. After one trip to the goodwill with Mom I began to pick up after myself, at least my toys. And if I had a plate or glass that was out of the kitchen I wasn't aloud to take another plate or eat anything until I returned what I had taken earlier. After awhile it just all became second nature.

I have children to and If I say I am going to get a trash bag if you don't get those toys cleaned up they take of running to clean it up. You have to go through with the threat though as far as bagging them up. Instead of throwing the toys away I hid them for a week. I couldn't bare to throw them away they cost to much. But they won't know that you have just hidden them though so you will get your point across.

When I was little and would not pick up my toys, my mother would tell me whatever toys are not picked up I am going to throw them in the garbage. When I didn't believe her, she was take the least expensive thing she could find and throw it in the garbage just to show she was not playing. It worked. I started picking up my toys after that.
Also try, taking away television priviliages, or outside priviliages, that could work as well.

If they don't fix up an item, such as a toy, confiscate it for a week. That will teach them to put it back in its proper place next time, if they want to continue using the item.

What works on my kids is to tell them if they do not pick up their things then you will throw them away. If they don't listen then pick their things up and put them in the garbage can..If they really value their things they will pick them up the next time.

start using a "Saturday box" anything lying left around goes into the box until Saturday. don't budge on letting them get stuff out if they need it, or make them to do a chore if they want something they need out of the box. they will soon realize you mean business and will clean up after themselves. stand your ground or it won't work.

Establish a very simple rule.
What ever they pick up, they can keep. What ever belongs to them that you have to pick up, you give to the Salvation Army and you won't ever replace it.
Then keep to this rule. Either they will start picking up after themselves, or they won't have anything left to pick up.
