It is the intention behind the action is important. No matter what means you use to get a good results. When mom beats her children to teach them something good is a example. Her action is bad but end is good. I hope this would be suffice to you.

If you actually mean, do the ends justify the means... then yes in theory. As long as the goal is a noble one.

But the problem is that no one knows what the ends will be, they just hope that all the questionable things they're doing will turn out like they planned. The law of unseen consequences actually holds more sway over human action.

So in practice.. the ends justifying the means is not a good rationalization to do terrible things.

Not always. "Justice, justice shall you follow." Deut. 16:20. Why is the word "justice" repeated? Because Justice should be pursued by just means. Getting a just result by unfair methods is not doing justice.

not at all, because if you do something that you are not suppose to do to get what you want even if the end is something good you did something bad to get it and that will always stay in your conscience

Not always and probably seldom. I am not sure what you are referencing. You can not use evil to achieve good.
