Lots of pictures. Im not sure what age group you are talking about but it works for any. Take your favorite pictures and get them blown up. Some in 8x10 some in 5x7. Buy some cheap frames (paint them if you wish) and hang them on the walls everywhere. Buy some ribbon in the color of your choice and staple ribbon to each corner on the top of your frame. Tie the ribbon at the top and make it look like the fram is hanging from the ribbon. Its cute and personalized.

Instead of a theme room which tires very easily, go with a particular color scheme. Do pastels, perhaps. Painting a room makes it come alive immediately. And buy lots of cheap fabric. Over the bed drape tulle (big time cheap!) in different colors to make a canopy effect, or this can be done on the walls, too. Buy those cheap three leg wood tables they sell at WalMart/Target/Kmart, and put a piece of pretty pastel fabric (1and a half yards will do it) over it and make a pretty night table. A cheap little cute night light and lamp adds color and cuteness. A few teddy bears and pillows... you have a cute room. Fabric and paint... a girl's best friends!

Almost anything can be painted. And for someone who is a little artistic...the sky is the limit. Or you can buy inexpensive decals of all kinds and themes.
Cheap cloth from Wal Mart can be used in all kinds of ways for curtains, bed drapes, wall hangings, etc.
The girl's own craft projects and art work can be wonderful decorating items and more meaningful than purchased objects.
Sheets can be draped over old furniture to make it look new and fit in with the scheme of the room.
Try to look at anything she likes in a new way and put it to a new purpose.

Well, if you have hard walls (No wall paper), get some shaped
sponges and a small can of paint. Put the paint in a shallow
pan and dip the front of several sponges in the paint.
Place random shapes along the wall in a straight line around
the middle of the room forming a border. Some shapes to look
for might be flowers, rainbows, stars and bears.

Depending on how old she is. My daughter is 6 and likes pink and girly stuff. I got one of those plain white canopies to drape above her bed. She had some pink feather boas so I lined a light pink one at the top of it. Put one above her closet (draped it). Painted her bed pink (can change it when she gets older to white or another color). Decorated with some shelves and put some of her favorite nick-nacks on them that were girly. It is a real simple room since we live in an apartment. So if you highlight a white room with pink, it works! See the link for some ideas.

Depending on age of course:
The first time we actually painted an outdoor scene. We had a green rug, light blue walls with big puffy clouds. (we also has the sheet set to match, and made curtains out of an extra set)
On One Wall we painted room size tree, with birds and a few leaves. We had a bright yellow sun. another wall had a flag pole with a bandanna that was red white and blue....another wall, a pond with ducks. get the idea. actually very easy and the kids like to join in
The next time, she picked out a bed spread comforter set, again we bought the extra set of sheets for curtains.
she picked out three shades of color from her comforter that we matched paint with, and painted her room those three colors with white accent
paint can be cheap. but it can really look cool.

buy some sheets or fabric and make valances over the windows - just use some nails on the corners of the windows and drape the fabric -
cut out flowers or whatever designs you want (age appropriate) and decopage them on the walls - go to garage sales and get cheap frames and put pictures or colors in them and hang them on the wall -
reuse old baskets and put some ribbon or fabric on them - to hold toys and stuff -
spray paint old furniture from a garage sale

it all depends on the age of the child. my niece loves disney princesse's so we did a light blue with a ragged look with some white on top. and a plain dressor at a garadge sale painted it white with some simple flowers on it. purchased wire and a pink sheer material and did the canopy thing over the bed. its basic things that really make the room. she loved it but hey now shes into horses so we're at it again.

Try making your own picture frames, and then put pictures of friends and family in them. Or rearrange the furniture for a new look. You could try latch hooking and make a small rug or something with a picture on it. You could also try those strings of beads that hang down from your closet or whatever.
