It is kind of under his ear. It feels like a lump of fat, and it does not seem to hurt him. What is it??

Take him to a veterinarian to be sure. That is the only way you can find out how serious (or not, hopefully!) it is. Good luck!

Any lump needs to be checked by a vet.

Need more info, but there are a lot of possibilities. It could be a fatty tumor, which are benign. Those occur more commonly in older dogs, but it could be any number of tumors.
