Good video camera coupled with fairly modern technology that has the cheapest price tag is the Sony digital8!
Coming from Sony is surely a good camera, digital8 is fairly modern since it is digital in format, and got the cheapest price tag that everyone will agree. With 3traits in one camcorder, all your specs, it's the best one for you.

But disregarding cheapest, most miniDVs are really good in making movies. You just need to exactly know your movie requirements, compare brands and choose one - that's it.
happy shopping!

I don't know what your budget is, but the best professional camcorder at consumer prices is the Canon GL2. It has all the features of a camera twice the price. If your going to be doing serious filming, you need a good camera.
