SEX:
It started as easy access to the child bearing place. In orthodox religions (not just Christianity), the husband and wife never see each other naked. A skirt allows them to do the deed without disrobing.
This behavior still holds true in modern clothes. A guy is usually more attracted to a woman in a skirt than one in pants because of the easier access to her hookah. The shorter, the better for some guys.
HOT WEATHER COMFORT:
Most men the middle east wear dresses (although they don't call them that) because of dresses are more comfortable than pants in the intense heat.

It is not a commandment, it is just considered proper attire for a woman. Women in Christ do wear other clothing than skirts.

I wear skirts a lot in the summer. They are much more comfortable and airy than jeans and shorts.
I am not required by anyone to wear them.
Some churches may require it, but that would be a preference within a certain church, and certainly not a biblical requirement. As with any body of Christ, they may choose to do or not do certain things that while not commanded not to do or to do, they are comfortable with.
As with my baptist background, they prefer to not drink alcohol at all, rather than with moderation. They have this choice. The bible never says that you must drink alcohol, It only says drunkeness is wrong.

No commandment. People used to believe, and some still do, that when you go to church or do something with others relating to the church, you are somehow showing more respect for God if you dress up. That's the derivation of "Sunday Best". Do you really think that God cares what you wear?

What is interesting is that most people would not even take the time to ask this kind of question. You are to be commended for your interest in this subject. God indicates in his scriptures that we should do all things in moderation. Dressing correctly is one of those things that this instruction applies to . Modest dress is one that applies to men as well as women, and our children.
A man should dress according to the tasks at hand. At church he should be dressed in accordance with local custom for that activity. A woman should also dress according to local custom where it is of modest design. example: a dress hem should be mid-calf so that when the woman sits the hem does not ride up above the knees. Cleavage should be modest also not exposing the chest below the top of the division of the breasts. Jewelery should also be modest and not excessive. Hair dress should be considered in terms of modesty also. Children should be dress in respectful and modest attire also.
Fad dressing is totally inappropriate.
Some will say that these guide lines are excessively restrictive and old fashioned. When considering who and where we are every day 24 hours a day declaring our devotion to God, being modest shows our respect for our beliefs and our God.

There are some Denominations that take the scripture that talks about women are not to wear things pertaining to men, to say that women should only wear dresses and skirts, I don't agree

Well to answer you..... long time ago,, ,everyone thought you should dress up to go to church,(put on your Sunday best)
People are beginning to dress down.. like slacks for women, and Polo type shirts for men.....
it was a different time here is all and things are changing slowly....

No, it just shows modesty, many women cover their arms as well, and some others wear something on their heads when they come to church such as a hat or a little white lacy thing.
