Diabetic Ketoacidosis. Also known as DKA
A patient with DKA has blood sugar that is so high that the body turns it into ketones. The ketones act on the brain like alcohol. The patient looks, smells and acts drunk but they are not. All they need is some insulin and they will be fine. This disease is considered a complication of uncontrolled diabetes.

I have never heard of such a disease. (Not saying that it doesn't exist.) Now if someone is hypoglycemic they can appear to be drunk. I have a friend that is a Type 2 diabetic and when her sugar levels are dangerously low she can become giggly and appear drunk.

Initially I had thought Diabetic Ketoacidosis but after looking up the symptoms that doesn't appear to be what you were asking about.

Yeast infection, and in the court case where this happened, the judge ruled that even though the woman had the infection, she was still responsible not to drive when there was alcohol in her system. I don't know if she appealed.
