1 hour of jogging
then 30 min resistance
15 min stretching cooldown.

and i've been trying to do this daily, but usually it's been about 5 times a week. i'm 5'4 149lbs, and i want to lose 30lbs.

Also, what is the best method to lose the fat on your arms? i don't want bulky muscle, but how can i work the fat out?

and yes i drink lots of water.

I think your workout strategy is sane. I definitely would not go for 7 days a week. You need recovery days for you to perform your best. Also, if you are constantly doing the same workout, your body won't make any gains. Be sure that you mix it a bit more. Also, be sure your cardio sessions are intense enough. A leisurely walk on the treadmill is not the same thing as jogging.

Be patient with weight loss. In the long run, your plan will work out. You didn't get overweight, overnight, so don't expect to lose it all overnight.

Be sure that your diet is in order. Consume enough calories that you are adequately nourished for your workouts. You may find it helpful to track your calories on a website such http://www.fitday.com. Try to shoot for 500 calories per day than you burn (so if you burn 2500 calories a day, eat about 2000 calories).

As you lose weight, the flab on your arms will disappear. It takes time.

Also, don't be afraid of the weights. Women in general, don't have the testerone to build muscle like guys. So if you've been waving around 2 pound weights in fear of getting big, you are probably wasting your time. Make them challenging by going heavier.

its kinda difficult to say whather you should add some more.
do you think you should? i know it sounds stupid but you're the best judge of that. doing an hour of jogging is all good but your body will adapt to it and so the results will not be as great. try to do different cardio work, cycling, swimming, eliptical machine etc to vary your workout, and intensity.
as far as losing fat on your arms, you have to lose fat from your body in general, you cannot target specific areas. doing high reps with low weights will tone the muscle and not give you bulky arms. other than that look closely at your diet and try to eat 6 small meals a day to help lose weight.

If you don't want to build muscles and still loose fat cardio exercises and stretching is best to loose flab on your arms. Eat healthy, drink lots of water.

wow..wanna no something scary...im about the same weight and same height..haha...kinda scary....to me thats good.but..you need to do some more....do some crunches,push ups,and lift weights..not to heavy..do lightweight ones with more reps..and you will see results! just do some different things with the weights...ive been doing it a month..and ive seen results in my arms! its amazing! hope this helps! nd keep up the good work!
