Yes, use emulsion paint though. The hard bit is taking the paper off when you want to re-paper.
For best results use at least two coats, painting first horizontally then vertically.
If the paper is absorbent the thin out the paint with water (one cup per gallon roughly) and use three coats.
Make sure that the paint is dry between coats (leave the window open and turn on the heating maybe).
MAKE SURE YOU MOP UP SPILLAGES STRAIGHT AWAY! Dried emulsion paint turns into a plasticy type film that is hard to get off carpets etc.
Last thing, use a 7" roller for the large bits (the "flats" as the trade call it) and use a 3" brush for "cutting in" round the tops and bottoms of the walls, light switches etc.

yes, you can. The first thing you have to do is sand the seams so they are smooth and won't show up after it is painted. You will need to get a primer that is made especially for painting over wall paper, give it a good coat and let it dry over night. Check the seams again to make sure they are smooth. After that is all done you can paint as usual. Just finished remodeling a house that had wall paper applied right to the wall board. We tried to remove it but it did to much damage to the wall board. I was lucky enough to get help from an employee at the Lowe's paint department. My walls look great and no one has ever guessed that there is wall paper under the paint.

Is it washable wallpaper? If yes. Wash it down. If no. Don't wash it down it will loosen the paper. Then paint a bit to test it. test that it covers any pattern and test to see if it covers the joins between the rolls. If it covers - slap it on! You may need a very opaque paint to cover a pattern or joins in the paper - some paints are sort of semi-transparent. You may also need more than one coat. Another tip with textured paper is to paint it with gloss! I saw a pub ceiling done in Burgundy gloss paint - didn't show the dirt and it was washable - every 20 years or so....

You can but the paint wouldn't stay for very long it will start peeling off after a while,how long it stays depends on how porus the paper is, also some of the colors or designs if there are any might show through.

Yes,you can.I just recently painted over my wall paper. It does however take 2-3 coats of primer,before you paint it the color you want it.( if there is a pattern on the wall paper that will show through)

yeah you can i did that with my living room as it was gonna be to much hassle taken it off if the paper is dark or patterned and your paint isn't put on a coat of white paint first just so it doesn't show through and it will be ok

Yeah, but it will not hold the paint very well. Why not just do it the right way.. It will make you feel better. And also add to your doing things the right way, you know in your heart that's not the right way.. I say, " don't half way do anything." If you do this thing half way, you'll do other things half way.. You will then be a half way individual.. I think you're better than that.,..

yeah, I've done it several times. You need to sand the seams so they won't show through, put on some kiltz and then paint.
