Not easy to do at home. You need to completely strip out your natural dark colour and then put in a blonde toner shade.
Spend the cash going to the hairdresser if you can.
If not, look at this site for great tips and pics on how-to:

Q: I'm trying to dye my black (dyed black) hair blonde. I've tried strippers but they didn't work! I need help. Please respond ASAP!
A: Despite the obvious answer of going to a salon and paying out the wazoo to have them fix it, I think that I may be able to help. I was once in this perdiciment....and it took me no time to get it back where it needs to be. Here are two scenarios:
#1. First, your hair has to be ABSOLUTELY clean, no hairspray or any other build up at all. If you have been using a product like pantine or something, then shampoo with 1 tsp baking soda to 8oz vinager. If you can't stand the smell, then get yourself a clarifying shampoo. I like Redken Pre-Art, or even better, Redken hair cleansing cream. Ok, you are going to shampoo VERY lightly....DO NO MASSAGE THE SCALP!!! After that, hit it with a cool dryer or let it air dry, or if you have the use of a hood dryer sit under it for about 10 min.
Ok, I don't know what you have been using, but you must get Clariol Effasol. This is a high intensity color stripper, and believe me, it works! mix the 2oz packet with 2 to 4 oz. 20 volume peroxide. Then put on your head, put a plastic shower cap on it, wait an hour, and WAAALA! your hair should either be a light shade of pale yellow, or a nasty shade of orange. If it is orange, then do the treatment again until it is pale yellow. If it is yellow, then you can procede with the toner of your choice.
#2. After re-reading your question, the thought of metallic dye crossed my mind. IF your hair will not strip at all, even just a little bit, then you have a metallic dye on your hair, and it must be cut off. once those dyes penatrate the hair shaft, then nothing will get rid of them. That is always hard for me to say, but it would give you the oppurtunity to try a whole new look.
I really hope that I have been of some help, if all else fails, try and find a colorist in your area and consult with them. That may be the safest way to go.

My biggest suggestion is 'get it done professionally'!! That is a tough color to achieve.
It can be done (at least come close) at home by bleaching your hair until it gets to its lightest color (like inside of banana peel) then apply a toner to bring it to the color desired.
The big problem is making sure you use a good conditioner on your head after the processes. This will keep the hair moist, soft, and pliable and help resist breakage.
That is why I suggest if you want such an extreme go to a professional and let them bring you where you want.

A professional is the best route to go on this one. I have tried to achieve that look for my daughter who also has dark hair. Over-the-counter kits don't seem to work that well and leave a brassy look to the hair.
For a more inexpensive alternative you might seek out a student at a cosmetology or beauty school. They often practice their craft on volunteers. They are overseen by their instructor, a licensed professional, and use the same high quality products found in a salon. You may only have to pay for the coloring kit.

Hydrogen Peroxide worked well for Glyn on BB but I'd use with extreme caution...and if you can afford it have it done by the experts at T and G...Happy Highlighting!

DON'T DO IT YOURSELF!!! Get a stylist to do it for you! They know how to lift color that many levels. If you do it yourself, it may have a brassy tone to it. Not to mention that bleach is REALLY harsh on your hair. If a stylist does it for you, it shouldn't fry your hair as badly.
