Guys are more shy around girls they want to impress than they are around girls they do not care that much about. They are so aware of their flaws that they try not to expose them to the girl they like, (as if she hasn't already noticed and it was one of the things that drew her to him.) The more a guy likes a girl, the higher the stakes and the more he has to lose. Only two things can help him. He needs to get his confidence level up, or he needs to let his guard down. Point out some of his flaws an tell him you like him anyway. As his opinion on something he is really into and then try other topics. Sometimes guys really do have no opinion on issues that women think are important. But we are trainable.

look, im not gonna lie, im shy myself, but when I get to know a girl and become comfortable with her I can talk to her about anything. So if you like him, atleast give him a shot, im sure once the 2 of you become closer he will come out of his shell.

Fear of rejection. Once you get him to start talking, I am sure he won't stop. I am sure that he is just not experienced enough in talking with chicks. Maybe you can be the one who helps him out.

Some guys just fear rejection so they wont speak up until they see something that is a clear indication that you like him and wont reject him should he say something to you. Smile more often and chat him up sometime.. that should loosen him up :)
