Because of windows XP repair features, there are no files that would force a reformat.
You could delete \WINDOWS\SYSTEM32\CONFIG\SYSTEM ( no file extension
or \WINDOWS\SYSTEM32\CONFIG\SOFTWARE ) no file extension
and that would make the system unbootable but it could be fixed without a reformat.
Then only way to force a reformat would be to take a strong magnet to the drive *( might ruin the dirve)
or reformat the drive youself.

try deleting the boot files which can be repaired if the other person knows how to do it. You can try deleting the registry keys or the three files by which the registry is made of.
NOTE : Remove or diasble restore points. By this way the other user will have less chances of recovering his windows. Rename the cmd or command prompt to some other name. It will disable him from using it.

there are a lot of files in XP to delete that will make XP stop working. but in most cases you can do a repair to it to fix the problem - you won't have to reformat.

try to delete boot.ini or ntdlr (remove readonly flag 1st) it's the easyst way ... but if the guy it's smart he can copy again ntdrl and rewrite boot.ini :D
